Notes: Recommended for Ensign of Regt. by Col. Skinner, and endorsed by Col. Hoffman, Commanding the Brig., Gen. Early, Gen. Ewell, and Gen. R. E. Lee. I recommend, to his Excellency the President, Sgt. William H. Lackey, of Co. E of this Rgt., a resident of Rockbridge Co. and a citizen of Va. for appointment to the office of 'Ensign' of the Rgt. Sgt. Lackey is a gallant and otherwise meritorious youth, who has borne the colors of the Rgt. for upwards of a year past, having volunteered to do so at a time when it being a 'post of danger' alone made it a 'post of honor.' The rank now attached to the office is therefore clearly his own. Obituary states . . . present entire war, never missed a roll call, bore Reg'l colors in 38 battles and 13 other engagements without receiving a scratch, not withstanding the fact that the flag was shot from his hand time and time again and his clothing was preferated with bullets.
